Sugino is a mamodo toddler who wears diapers and has the powers to control plants.

He and his partner, Haru, seem to be rather experienced fighters: they have figured out how many times Haru can draw on sufficient heart power to cast spells, and Haru mentions that they have fought lightning types before. They manage to get Zatch and Kiyo at a disadvantage by taking hostages early on in the fight, ensnaring them with Juron. This leads Kiyo to invent the system they use during every fight afterwords: Zatch watches his fingers the whole time, and when Kiyo points at a target, Zatch quickly aims his mouth at it, as Kiyo says the spell. They manage to free all of the hostages this way, but Kiyo runs out of heart power before he can cast to attack Haru and Sugino. Haru uses Raja Jugaro to attack with this opening, but Kiyo draws out more heart power, and defeats them by reflecting their power with Rashield. However in one edit his book isn't burned, and he later returns to follow around his "big brother' Hyde. His book is burned for real when he saves Hyde from Brago.
